Not an official response but I think that the sharing of permits had something to do with it. Also only about 20% of the permits sold are season permits so maybe they just figure that they are more trouble than just doing away with them. This will be a problem for anyone wanting to spend a full week...

I've definitely tried to shift without the bike running, i.e. trying to find neutral to roll it. Thanks for the good advice Doc :wink: I will be more cautious of that in the future once I get it right.
