To foster a Nation of citizen stewards, the Department of the Interior Secretary Gail Norton advanced a 4 C's philosophy- Conservation through Cooperation, Communication, and Consultation.
The Department is expanding the tools in the conservation "toolbox" available to private land owners and federal land mangers to enhance and achieve conservation. This approach, called "new environmentalism" is designed to reduce conflict, enhance partnerships and promote results.
DOI has also funded new grant programs that seek to put the "New Environmentalism" into practice: A key one is the Cooperative Conservation Challenge Cost Share Program which provides matching funds to a variety of partners dedicated to conservation projects that yield tangible, on the-ground results.
In California, a particularly outstanding project that illustrates this program is the American Sand Association "Four C's" Project: One of the cornerstones of the BLM across the country is its planning process. As needs change, the BLM is adapting and changing its land use plans to meet those needs. BLM California is able to stay on top of the planning process, in great part, thanks to partners. BLM's partnership with the American Sand Association on the recreational management plan for the Imperial Sand Dunes in southern California exemplifies a collaborative partnership carrying out Interior Secretary Norton's Four Cs-Communication, Consultation, and Cooperation in the service of Conservation.
The Association conducted several workshops in two States with its 20,000 volunteer members and the public to facilitate understanding of the BLM's proposed plan and related documents. The Association also encouraged its members and the public to participate in six BLM public hearings and provided scientific data, studies, and informational materials.
